As the ACC Commander, let me express how proud I am to command the NATO AIR C2 structures, units, and Air assets deployed in TYTAN, let alone the outstanding support we receive in Solenzara air
base. I seize this opportunity to remind all of you that the command group philosophy is to be approavhable, open and flexible and to make the most of thisgreat opportunity to train together.

The JFACC (Joint Force Air Component Command) is
the French Air Force capability to command and control air operations in a combined and multinational framework. First French component command to assume leadership of the NATO Response
Force (NRF), the French JFACC was NATO-certified in 2005 and declared capable of commanding an operational air component.

Its organization relies on robust human
expertise, on permanent and mobile infrastructures and on special operating tools and processes. It is a highly agile and modular command structure deployed by the Air Defence and Air
Operations Command ; it can be augmented and optimized according to the operations in progress.

Missions of the standing
JFACCe

The standing JFACC was created in 2005 following
the experience gained throughout NRF 5 and 6 command preparation phase. It has a dual objective :
• enhancing the responsiveness and efficiency of
the French JFACC;
• augmenting the leadership capability of the
French air force component.
The standing JFACC is integrated into the CASPOA
(C2 Training centre for Air Operations) which role is to train and certify the air personnel of C2 structures.

The French JFACC at the heart of

In 2005, within the framework of NRF 5, the French
JFACC brought its support, in particular, to the victims of Katrina hurricane, when it hit the United States, and to the victims of Cachemire (Pakistan) earthquake, by organizing and
scheduling the transport of humanitarian aid. The French JFACC was also deployed during operation EUFOR in the Democratic Republic of Congo in 2006.
It should be activated, besides the Force Command, within the framework of the
planning phase of the European operation in Chad and Central Africa.

COMJFACC: FAC

Up to June 2008, the French JFACC was divided in two
pillars of expertise : a headquarters divided into different cells (ranging from A1 to A9) which were in charge of planning air operations and a cell in charge of tasking and carrying out air
missions.
But owing to the complexity of the strategic environment of
current crises, which involve a significant number of different actors with different centres of interests, it became necessary to adapt our approach to the management of crises. The usual
manoeuvres were not enough.
Indeed, since crises nowadays take place among the
populations, their resolve will depend on intelligence services, on a deep understanding of the motivations and centres of interest of the various actors as well as on relevant operations of
influence.
Bearing this in mind, the CDAOA created within the JFACC a
Command and Control (C2) structure, dedicated to the NRF12. The latter has given up the usual cell by cell structure in favour of a structure more functional.
The cells are now gathered together according to their
operational production so that each one can deal with the process from the beginning to its end.
So, from now on, the lower part of the Air Operations
Directives (AOD) is run only by the JFACC Air Plans cell throughout.
Actually, the most significant change is the creation of
the Non-Kinetic cell dedicated to the Effect-Based Approach to Air Operations (EBAO). It provides the Air Component Command with a specific knowledge of the environment and enables it to tuck its
action as best as possible in the strategy of influence elaborated by the operational level.
This progress in the C2 structure comes along with cuts in the positions thus refocusing
on a streamlined organisation of the JFACC that becomes more responsive and efficient.
That new structure has been set up in the framework of the
certification exercises Noble Ardent 08 and will still be during Steadfast Joiner 08.

The Effect-Based Approach to Air Operations (EBAO) has to be considered as a way of thinking
complementary to other philosophies. It formalises links between actions, effects, objectives and end state and first of all it holds the engagement area as a system of systems within which
decoding is necessary. This requires a deep knowledge of the engagement area, cooperation of cultural experts, experts in sociology who know very well the local population and personnel
knowledgeable with modern analysis.

The division is in charge of middle and long term planning
both ahead and during the operation.
Before the operation starts it participates in the Joint
Operation Planning Group (JOPG) under either National structures (Centre Permanent de Conduite des Opérations CPCO) or coalition structures. S&A division generates a tailored AOPG (Air
Operations Planning Group) to produce the air campaign in coordination with the JOPG.
During the operation S&A continues with long range
planning while monitoring the strategy process which is performed 96 to 72 hours in advance. Within this framework, it develops guidance, allocation of air assets and targeting feasibility to
allow AIR PLANS to deal with any significant change in the situation. Meanwhile it prepares the COMJFAC’s intentions in terms of planning and targeting in accordance with Joint Coordination Order
(JCO). S&A division is also in charge of the air operations assessment and produces the daily AIR ASSESSREP.
