First of all, I would like you to introduce yourself to our audience?

I am Lieutenant-colonel Luis Maurino from the Spanish air force, assigned to the Allied Air Component Command Izmir in Turkey., I am the officer with primary responsibility (OPR) for this exercise .

How long have you been working on Noble Ardent?

You would easily understand that planning an exercise is a complex and long process. In NATO standards, around twelve months of preparation are required. I started working on the project one year ago, by the end of 2007.

What is exactly your current role?

I am the chief of the Exercise Control team (EXCON). My role can’t be understood without taking in consideration the position of SITCEN chief,, Maj. Thoben. Both of us are actually working as though we were a single person . I am more focused in the exercise overall execution and to ensure everything goes in according with planning. He is focused in internal coordination of EXCON.

Can you give us an insight of the EXCON organization ?

EXCON is constantly developing and modifying the situation generating inputs in a timely manner and trying to keep a coherent scenario that can be understood by the Training Audience. The goal of this is to create an operational environment to support their activities. Additionally, we create a number of smaller situations to orient the FRA-JFACC to employ air assets in a responsive way to get the maximum training benefits for the units (you can find further details about EXCON organization in Noble Ardent newsletter n°2.)

Do you face any difficulties regarding the coordination between EXCON and the French JFACC?

Not at all. This cooperation has been excellent not only during the execution, but also during the planning. We have been working together for months in an excellent atmosphere.and as a result of that we produced an accurate and complete plan to support the execution. Also, from the beginning of the exercise, the French Real Life Suport has been outstanding.

EXCON is the part of the exercise where multi-nationality is most represented, can you confirm this point ?

Yes indeed, EXCON is finest example of multinationality in NAT 08. It is composed of nationalities. from different NATO members. These staff have deployed not only from CC-Air Izmir, but also from several other NATO HQs, such as JFC Naples, JC Lisbon, and subordinate elements, such as CAOC 5 (Poio Renatico) and TUR AOCC. We should keep in mind that this exercise is actively and officially participated by eight NATO countries.

After a week of exercise, how do you assess the exercise is progressing so far?

I am fully satisfied; I think that our main objective was to provide the French JFACC and units with a realistic scenario in order to train. I think this is running perfectly, up to our expectations They are having the opportunity to detect mistakes and deficiencies and to make corrections. This is what an exercise is intended for. I am sure we will experience a very successful exercise.

The Alliance structure encompasses three levels of command : strategic, operational and tactical. This command structure is based on a functional organisation rather than geographical.

At the first level or strategic level, there are two commands. On the one hand, Allied Command Operations (ACO), which embraces all the NATO commands in Europe and takes responsibility for the operational elements. Furthermore ACO focuses on the planning and executing of NATO operations. The Supreme Allied Commander Europe (SACEUR) assumes strategic command for the preparation and conduct of all joint operations. Supreme Headquarters of Allied Powers Europe (SHAPE) stands as ACO headquarters situated in Mons, Belgium.

The levels beneath SHAPE were significantly streamlined, with a reduction in the number of headquarters. The operational level consists at present of two standing Joint Force Commands (JFCs), one in Brunssum (Netherlands) and the other in Naples (Italy), and a robust but more limited standing Joint Headquarters (JHQ) in Lisbon (Portugal), from which a deployable sea-based Combined Joint Task Force (CJTF) HQ capability can be drawn. At the component/tactical level, the structure consists of six Joint Force Component Commands (JFCCs), which provide service-specific - land,maritime or air – expertise to the operational level.

On the other hand, Allied Command Transformation (ACT) was created to promote transformation and interoperability of Alliance military elements in order to ensure that NATO forces are trained and structured to meet the challenges of the new security environment. ACT HQ are co-located with the United States Joint Forces Command in Norfolk, Virginia (United States of America), although an ACT Staff Element has been established at SHAPE, primarily to deal with resource and defense planning issues. NATO research, education and training centres are subordinate to ACT.

The two most significant commands of Brunssum and Naples, are capable of conducting combined joint operations covering the whole range of the Alliance missions. Lisbon command, steadily established but limited in size is capable of leading one or more operations of smaller scale. For instance, currently Brunssum stands as the International Security Assistance Force ISAF headquarters. Naples directs NATO-led operations in Balkans. Lisbon was in charge of the humanitarian relief operation led by the NRF 5 in Pakistan.

In the framework of NRF rotations, nations may contribute their national command structures. Hence the French JFACC that will take command of the NRF 12 Air Component as such was the case for NRF 5.

Hundreds of people and months of preparation were required to organise the unique NATO live exercise of 2008... From 06 to 16 October 2008, NATO CIS structure from CC Air Izmir, NCSA Izmir sector and Naples Staff of 13 different nations participate in the Air Component Command exercise Noble Ardent 08.

One of the key tasks of the allied cooperation lies in the Communication and Information Systems (CIS). Not any mission can be performed without transmissions. CIS play a key role in the development of the air campaign. They enable the exchange of data necessary to the elaboration of the theatre air strategy. The CIS provide the command with an accurate picture of the overall theatre, which is indispensable to a quick reaction.

One of Noble Ardent objectives is to develop the assets interoperability and prepare the NRF 12 assigned forces for the future rotation of January 2009, when France will take command of the ACC.

CIS are a field were multi-nationality can be underlined. For months, military personnel from the Alliance have been working to set up the exercise. Originally a pilot, Major Lopez, Spanish officer, from CC Air Izmir, has worked a lot on CIS. « I contributed to the CIS documents elaboration », explains Major Lopez . To that end I was all along in contact with my French CIS counterparts, notably Colonel Fourcaud and Col Thiallier, who are responsible for the French deployment. We have worked hand in hand from the very first phases of this exercise organisation”.

The arrival of the first elements on Solenzara Air Force Base dates back to weeks. The Italians from the NATO CIS Services Agency (NCSA) second Battalion from Verona (Italy), had their equipment transported by road, on 20 September 2008. Lieutenant-colonel Zani is the officer in charge. “Our task is to implement a Deployable CIS Module (DCM)”, details the Italian officer. A CIS structure, called Point of Presence (POP), was deployed near the French structures. NATO satellite antennas were deployed close to the French Syracuse system.

Cooperation between both entities is outstanding. « Our relationship with French personnel is excellent, tells us LTC Zani. We exchange our respective experiences and it is very fruitful  » A team of around 20 NATO military personnel (Italian, American, Belgian, Spanish) have been working together with French elements to provide technical support or within the Exercise Control, while waiting for a significant number of augmentees to support the CIS structures of Steadfast Joiner that will take place in Novembre 2008.
